This is the eligibility window for the Oregon Lemon Law — the defect must arise AND repair attempts must occur within 24 months / 24,000 miles. Under § 646A.416, you then have one year after that rights period expires to actually file the Lemon Law action, so the claim is not lost the moment the window closes.
