Dorgan, focusing on energy, water, and agricultural policy. He also served as a staff assistant to North Dakota Governor George Sinner. This combination of public service, legislative experience, and deep roots in the region inform his approach to client representation.

As a well-established trial lawyer, Mr. Bliss focuses his practice on personal injury cases, medical malpractice, and other matters involving serious negligence. He also maintains substantial experience in business litigation, particularly disputes involving energy and water issues. His credentials extend across multiple jurisdictions: he is licensed to practice in all state and federal courts in North Dakota, South Dakota, and Minnesota. He has argued before the United States Eighth Circuit Court of Appeals and maintains admission to the United States Court of Federal Claims in Washington, D.C., and the United States Supreme Court.

He served as past president of the North Dakota Trial Lawyers Association (now the North Dakota Association for Justice) and represented North Dakota as a state governor to the national American Association of Justice. For eight years, he served on the North Dakota State Historical Board and later served as its president. His published work has appeared in the North Dakota Law Review, addressing topics ranging from wind turbine noise issues to water rights.
