Matthew S. Evans, III, the firm's managing partner, founded Evans Law in 2011 after spending 12 years as a partner at the Annapolis firm Council, Baradel, Kosmerl & Nolan, P.A. Mr. Evans earned his law degree from Cumberland School of Law of Samford University and is licensed to practice in the United States District Court for the District of Maryland, the United States District Court for the District of Columbia, and the United States Court of Appeals for the Fourth Circuit. His background encompasses residential and commercial real estate transactions, commercial landlord-tenant matters, construction contracting, complex commercial leases, and significant litigation and appellate experience in state and federal courts. He holds designation as a Leadership in Energy and Environmental Design Accredited Professional (LEED-AP) through the United States Green Building Council and maintains a substantial focus on green building practices. The firm is joined by Associate Caterina Sorrento.

Evans Law's practice encompasses the full spectrum of real estate matters: ownership transactions, acquisitions and sales, commercial and residential leasing, construction law, land use and zoning issues, business contract disputes in real estate, real estate litigation, and mediation and arbitration services. The transactional team provides intensive counsel on deals of all sizes and complexities, drawing on deep familiarity with local Annapolis and statewide Maryland regulations, customs, and development concerns.

To streamline the closing process, Evans Law operates through an affiliated title company that delivers settlement services throughout Anne Arundel County. This partnership allows the firm to efficiently coordinate title searches, title examinations, title insurance, property surveys, inspections, and other services essential to completing transactions smoothly and accurately for both residential and commercial clients.

Beyond his law practice, Mr. Evans has been deeply involved in the Annapolis community. He has served on the Board of Trustees for Scholarships for Scholars, Inc. since 2005, serving as chairman in 2010 and 2011; the Board of Directors of the Marine Trades Association of Maryland from 2002 to 2012; the City's Parking Advisory Commission from 2007 to 2012; the Annapolis Building Board of Appeals beginning in 2012; and the County Planning Advisory Board beginning in 2015. He maintains an Avvo rating of Excellent as a featured attorney in construction law and is located at 113 Cathedral Street in Annapolis.
