P. Kai McGuire earned his law degree from Willamette University College of Law in Salem, Oregon, where he demonstrated strong advocacy skills. During law school, he placed second in the Willamette National Asian American Appellate Competition and won the Intensive Trial Practice Final. He was active in the Asian Pacific American Law Student Association, serving as president of the organization.

McGuire's professional background includes significant experience in Hawaii's legal system and public service. He served as a court-certified law clerk for Hawaii Third Circuit Court under Chief Judge Greg Nakamura in Hilo, and previously worked with the State of Hawaii's Office of the Public Defender, gaining experience in criminal defense and court proceedings. His background also includes work with the Office of Hawaiian Affairs and time spent in the U.S. Senate Office of Senator Daniel Akaka in Washington, DC, providing exposure to legislative and administrative law matters.
